The Inter-American Competitiveness Network (RIAC) was established on September 29, 2009 as a result of the Meetings of Ministers and Competitiveness Councils of the Americas that took place under the framework of the III Americas Competitiveness Forum, in Santiago de Chile.

Ministers and Vice Ministers of the countries of the Americas decided together to welcome the proposal presented by Chile, along with the OAS to create the Inter-American Competitiveness Network (RIAC). This proposal introduced an initiative that would allow for the institutionalization of a mechanism for regional dialogue, foster the exchange of experiences, and develop joint initiatives in all areas related to competitiveness.

The Innovation and Competitiveness Councils of the Americas affirmed the need for countries of the hemisphere to have a high level mechanism that encourages the transfer of skills, the identification of good practices, and the joint efforts between countries and multilateral institutions.
